I've EFT'd the crap out of this since I picked a BP out of a wreck last week. I haven't tried playing around with faction mods because I'm not throwing down that ISK for this. The best you can hope to get is a mostly T1-fit that can deal and receive about 100DPS and drain around 60 cap per second. You can keep that up for about 2 minutes with good skills (or longer since the neuts are mainly going to be for either killing frigate tackler cap, MWD cap, or active tanks, and thus won't be going at all times.)
But against anything that operates outside of about 20km you are so screwed. No drones, minimal weaponry, and no neutralizer range bonus.

The other thing that bothers me about this ship is that it's based on the technology of the two most maneuverable races, but aligns slower than almost any other cruiser. The Moa has a faster align time and it's a Caldari line combat vessel, which is just appalling.
What I bet happened is that the Ashimmu never got an agility boost back when all the other ships did, but still got the cruiser agility nerf they recently added. It'd only make sense considering the amount of oversight on faction ship stats

I just can't figure on a decent solo fit whatsoever, unless you're hunting stuff that can be killed by a Rifter. But for gangs you might consider trying something like this. With maxed fitting skills you get a whole 3 spare CPU. This lasts for over three minutes if you don't activate the MWD, and tbh as soon as you catch your target you can shut it off because they won't be running theirs anymore. You alpha just over 1000 cap with Amarr Cruiser 5 every 12 seconds and have three medium NOSs to help delay your own cap-out. You have a neutralizer range of 12.6 km so you're outside of the optimal of autocannons. 20k EHP but enough resists to absorb damage while someone remote reps you.
HIGH 3x Medium Diminishing Power Drain System 4x Medium Unstable Power Fluctuator
MID YT-8 Overcharge MWD 2x Webber II's or one webber II and one Epsilon Scram or Faint Disruptor
LOW 2x Reactor Control II 2x EANM II DCU II Capacitor Power Relay II
Remember, up to 200 seconds or so of constant neutralizing without cap-out if you can hit the target without using too many MWD cycles. So that's 90 cap per second and a bit more once your NOSs kick in, but it's obviously all about that initial subtraction of a 1000 cap power. That should knock most cruisers down to zero cap right off the bat IIRC, and who uses cap boosters on those plated undersized gun setups nowadays? We know the Amarr recons are better, but come on you don't fly faction stuff smaller than the battleships to outclass T2 (usually.)

But yeah the only solo setup I could really figure might work with some decency on an Ashimmu is an autocannon-based thing. And the CPU on this ship is not okay. CPU limitations are what stop you from being able to use T2 neuts and lasers on this. As you may know I'm not an advocate of the "every ship should be able to have a complete T2 fitting" philosophy, but the faction ships should be at least able to use T2 mods for the slots they get bonuses in without having to use multiple fitting mods in the lows.

If you fit a couple of small pulses with Scorch you actually put out a fair bit of DPS against people lacking EM resists. You also have an optimal considerably greater than you'd get with ACs, and with a combination of the Controlled Bursts skill and the Ashimmu's laser cap bonus your cap expenditure should be pretty minimal with the pulses. You could also try using beams since you get that web bonus, but your DPS will probably drop.
Now that I've acquired one of these it's inspired me to actually spend some loleffort in EFT to figure out what fits. It looks like it can field a pretty strong purpose-built fitting (see a couple of my posts above with the all-neut/nos setup) but lacks the versatility or stats needed to survive effectively in a solo or very small gang configuration.
